iCare was formed in 2006 by a small group of concerned citizens from across Vancouver. What initially brought us together was our concern that the city’s unenforced off-leash program had encouraged many dog owners to become irresponsible and to develop a sense of entitlement. That sense of entitlement has resulted in dogs roaming off-leash in on-leash areas, more dog attacks on people and large dogs attacking small dogs, and dog waste not being picked up, creating health and safety issues.  

We believe that many of the issues we are seeing would be resolved (and we would have a more livable city) if people would take more personal responsibility for their actions, and the city would stand behind its bylaws with effective enforcement.

Once the issue of irresponsible dog ownership has been addressed, we will be working on other issues that affect quality of life for Vancouverites.


Our Vision is of a caring community where individuals live responsibly and interact respectfully with their community.


Our Mission is to encourage citizens to take personal responsibility for the care of their community and advocate for bylaw enforcement.
